Supporting Auckland’s Recovery Through Safer, More Resilient Homes.
Project Overview
The Auckland Recovery Office CAT2P programme supports affected Auckland homeowners by identifying and funding mitigation solutions that reduce intolerable risk to life and improve long‑term property resilience following the 2023 severe weather event. Its focus is on ensuring homes and land are made safer and better protected against future climate‑related hazards. Hampton Jones supports this programme by delivering Quantity Surveying and Technical Lead services. This includes developing cost estimates, validating applicant pricing, providing commercial reporting, and maintaining financial oversight in alignment with Council guidance and auditing standards. Through consistent commercial input and close collaboration with technical teams and stakeholders, we help ensure that mitigation solutions are feasible, compliant, cost‑effective, and delivered efficiently within a fast‑paced recovery environment.
Each property presents a unique profile, often with incomplete early information and evolving remediation scopes. The recovery‑driven nature of the programme demands rapid yet reliable cost advice, requiring a balance between speed and commercial accuracy. Effective coordination among technical teams, contractors, and client stakeholders is critical for managing uncertainty, shifting priorities, and the significant time pressures inherent in large‑scale recovery work.
Our Approach
A structured estimation and pricing review process is utilised to align technical scopes with realistic cost allowances. Our reports are customised to meet the Auckland Recovery Office’s needs and present findings in a clear, accessible format. All work has been delivered in accordance with Auckland Council’s guidance and to auditing standards, ensuring robust compliance and full transparency. This supports the Auckland Recovery Office by providing reliable cost advice, early risk identification, and the reinforcement of public‑sector accountability.
Ongoing collaboration with Council Technical Leads provides clarity on scope, reduces rework, and enhances financial transparency. To strengthen this partnership, our Technical Lead is embedded in the Auckland Recovery Office for 2 to 3 days per week, enabling real‑time communication, faster decision‑making, and consistent alignment with programme goals.
How We Added Value
Our commercial oversight enables remediation works to progress with strong cost certainty, supporting the safe and compliant reinstatement of affected dwellings and surrounding land. Through clear, defensible pricing validation, our Quantity Surveying team helps the Auckland Recovery Office prioritise works effectively and minimise delivery delays across the recovery programme. Importantly, our commercial input has helped many Aucklanders return to safer, more resilient homes while ensuring the efficient and responsible use of ratepayer money. By maintaining transparency, conducting value‑for‑money assessments, and consistently aligning with Council expectations, we help deliver recovery outcomes that are both community‑focused and fiscally accountable.
The programme‑wide consistency we deliver in cost assessment reduces duplication, enhances transparency, and strengthens decision‑making efficiency across the recovery portfolio. By providing early, evidence‑based commercial input, we help shape practical remediation solutions that balance practicality, durability, compliance, and value for money – ensuring each outcome aligns with recovery constraints while supporting Auckland Council’s responsibility to its communities and ratepayers.
